MUSKOGEE, OKLAHOMA — The United States Attorney’s Office for the Eastern District of Oklahoma announced that Rafael Martin Sangines, 30, of Broken Arrow, has been sentenced to 70 months in federal prison for violent firearm offenses stemming from an armed assault in Wagoner County

In a related incident, a Broken Arrow Man Sentenced to 70 Months for Armed Assault in Wagoner County serves as a stark reminder of the ongoing issues of violence in the area.

Sangines received 70 months for one count of Assault with a Dangerous Weapon with Intent to Do Bodily Harm in Indian Country and 70 months for one count of Felon in Possession of a Firearm and Ammunition. The sentences will run concurrently.

The case was prosecuted in the United States District Court for the Eastern District of Oklahoma before Chief District Judge John F. Heil, III.

Details of the Incident

According to court records and investigators, on September 29, 2024, Sangines assaulted the victim using the barrel and stock of an AR-15 style rifle, repeatedly striking the individual and threatening to kill them.

The victim sustained multiple contusions and lacerations before escaping to safety.

Law enforcement officers apprehended Sangines shortly afterward during a traffic stop. A search of Sangines and the vehicle revealed:

  • A loaded pistol magazine

  • A chamber-loaded AR-15 with a 30-round magazine

  • A chamber-loaded semi-automatic pistol with a 30-round magazine

  • Spent rifle casings

Authorities also confirmed that Sangines had previously been convicted of a crime punishable by more than one year in prison, making it illegal for him to possess firearms or ammunition.

Sangines pleaded guilty to the charges in federal court on May 13, 2025.

Multi-Agency Investigation

The charges stemmed from a joint investigation conducted by:

  • The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)

  • Broken Arrow Police Department

  • Tulsa Police Department

  • Wagoner County Sheriff’s Office

The crimes occurred in Wagoner County within the boundaries of the Muscogee (Creek) Nation Reservation, placing the case under federal jurisdiction.

Project Safe Neighborhoods Initiative

This prosecution is part of Project Safe Neighborhoods (PSN), a nationwide initiative focused on reducing violent crime and gun violence through coordinated law enforcement efforts and community partnerships.

The Department of Justice strengthened PSN’s violent crime reduction strategy in 2021, emphasizing:

  • Building trust and legitimacy within communities

  • Supporting community-based violence prevention programs

  • Setting strategic enforcement priorities

  • Measuring outcomes and results

Federal officials say cases like this reflect a continued commitment to removing illegally possessed firearms from individuals with prior felony convictions in Wagoner County and across Eastern Oklahoma.

Sentencing and Custody

Sangines will remain in the custody of the U.S. Marshals Service pending transportation to a designated Bureau of Prisons facility. The sentence is non-paroleable.

Assistant U.S. Attorney Jonathan E. Soverly represented the United States in the case.
